Industrial Policies and Growth: Lessons from International Experience

The application of industrial policies (IP) to direct resources to industries considered preponderant in achieving growth has been the chosen road by many emerging economies to tackle underdevelopment. Subsidized loans, variable taxes and differentiated tariffs are frequently used. Because of the successful experiences of some South Asian industrial policies, other emerging countries feel tempted of replicating the formula. However, these should be sure first that their governments have the necessary competencies. There are also two questions to ask on the role of IPs in the growth of these countries: first, Were IPs the dominant factor in the countries’ accelerated growth? The neoclassical approach offers an alternative explanation, that the Asian miracle was mainly the result of strong macroeconomic policies implemented. The second question is: Can the problems of some Asian economies in the 1990s be explained by the prolonged application of IPs? This article finds evidence to support that economic growth was due to strong macroeconomic foundations, such as fiscal discipline, controlled inflation and adequate real exchange rate levels. These variables were the driving forces that created high levels of saving and investment. On the other hand, the implementation of IPs is difficult in a globalized world where the regulations of international trade have become very important.

The East Asian Industrial Policy Experience: Implications for the Middle East

Japan, South Korea, and Taiwan are regarded as primary examples of countries that have derived great benefits from increasing integration with the international economy, without surrendering national autonomy in the economic or cultural spheres, by pursuing decidedly nonneutral policies with respect to the promotion of specific sectors and activities. This working paper addresses a series of questions in an attempt to assess the relevance of their experiences for the contemporary Middle East: Was industrial policy a major source of growth in these three economies? Can these outcomes be duplicated in the Middle East today, or do special circumstances or changes in the international policy environment prevent replication of the East Asian experience? Given the revealed costs and benefits, is replication advisable? Higgs-regularized three-loop four-gluon amplitude in N=4 SYM: exponentiation and Regge limits

We compute the three-loop contribution to the N=4 supersymmetric Yang-Mills planar four-gluon amplitude using the recently-proposed Higgs IR regulator of Alday, Henn, Plefka, and Schuster. In particular, we test the proposed exponential ansatz for the four-gluon amplitude that is the analog of the BDS ansatz in dimensional regularization. By evaluating our results at a number of kinematic points, and also in several kinematic limits, we establish the validity of this ansatz at the three-loop level. We also examine the Regge limit of the planar four-gluon amplitude using several different IR regulators: dimensional regularization, Higgs regularization, and a cutoff regularization. In the latter two schemes, it is shown that the leading logarithmic (LL) behavior of the amplitudes, and therefore the lowest-order approximation to the gluon Regge trajectory, can be correctly obtained from the ladder approximation of the sum of diagrams. In dimensional regularization, on the other hand, there is no single dominant set of diagrams in the LL approximation. Independent Evaluation of the Water and Sanitation Hibah Program Indonesia

This evaluation assess the effectiveness of Indonesia's Water and Sanitation Hibah Program pilot and identifies lessons for applying this mechanism more broadly. The program, which operates by paying an agreed amount for verified household water or sanitation service connections installed by local water and sanitation utilities, takes advantage of excess capacity of water companies to bypass the need for infrastructure investment. It was evaluated through a document review, key informant interviews, a key stakeholder workshop, field work, and a beneficiary survey, along with quantitative data from existing sources

Educating Middle School Students Through the Implementation of Near Earth Aerial Tracking

This project describes the importance of Near Earth Aerial Tracking as an educative tool, and how its use may broaden students\u27 interest in their local environment. The goal of this project was to use Near Earth Aerial Tracking to encourage students and professionals to collect data regarding the vegetative health of plant life in their communities. In order to achieve this goal, we achieved three objectives; we analyzed already existing programs, optimized our equipment and program, and designed an integrated curriculum for students. Two kits were designed as a result of this project. These kits help encourage the reinforcement of mathematics, science, engineering and technology

Analysis and Mitigation of Harmonics in Wind Turbine Transformers

The goals of this project are to study the effects of current harmonics generated by a Doubly-Fed Induction Generator (DFIG) and to create a reduced scale proof-of-concept of a single phase active filtering system designed to reduce non-fundamental current harmonics up to the 13th harmonic. The DFIG study was done through modeling of the system using PSPICE. The active filter was then designed to measure non-linear current and generates a correction current to negate the non-fundamental harmonics via an H-Bridge circuit
